Justine is an experienced regulatory manager with a background in finance and analysis.

Justine began her career as an auditor with Ernst & Young before moving to Edinburgh, where she worked as an oil and gas equity researcher with Deutsche Bank. Since returning to Australia, she has worked in a variety of roles with Essential Energy, predominantly in leadership within Regulatory Affairs.

Most recently, Justine led Essential Energy’s comprehensive community engagement program for the 2024-29 Regulatory Proposal. This entailed 189 hours of face-to-face engagement with more than 370 customers and stakeholders over an 18-month period, equating to more than 7,200 hours of regional, rural and remote NSW customers and stakeholders time. The result – a Regulatory Proposal that reflected customers’ priorities and investment preferences. Prior to this, she led the project to co-design new network tariffs with customers and stakeholders and managed the implementation of the associated tariff trials.

In 2019, Justine undertook a secondment with Energy Networks Australia, the industry body representing energy networks, where she developed the seminar program and recruited speakers for the annual Regulatory Seminar and authored a report on how customers benefit from incentive-based regulation.
